ACB books former ACD in DA case, raids his Bathindi residence

The Anti-Corruption Bureau (ACB) Jammu booked former Assistant Commissioner Development (ACD) Noor Alam, presently posted as Deputy Secretary ARI and Trainings for possessing assets disproportionate to his known sources of income. A raid was also conducted today at his house in Bathindi area in Jammu.
FIR 21/2019 under Sections of 5 (1) (e) read with 5 (2) J&K P.C Act Svt. 2006 has been registered against Noor Alam, who is also co-accused in FIR 8/2018 registered under Sections 5 (1) (d) read with 5 (2) P.C Act Samvat 2006 read with 34/120-RPC pertaining to purchase of various items such as prominently flex hoardings, file covers, job cards, wheel barrows and dustbins etc. without ascertaining the rate reasonability meant for the Districts without observance of codal formalities.
During the course of verification, it was ascertained that Noor Alam while posted as Block Development Officer and Assistant Development Commissioner in Districts, Rajouri, Reasi and Jammu had resorted to corrupt practices and raised huge assets including one double-story house in one Kanal land at Bathindi, a residential house at Garkhal Akhnoor, land measuring three Kanals 19 Marlas in khasra No. 207 min in Village Narwal Bala Tehsil Jammu, land measuring 10 Kanals in Khasra No. 237 min situated at Chack Changarwa Tehsil and District Jammu, land measuring one kanal 15 ½ Marlas in Khasra No. 673 min land measuring two Kanals in khasra No. 2673 min situated at Village Pargwal Tehsil Akhnoor, land measuring 10 Marlas in Khasra No. 225 min in village Narwal Bala Tehsil Jammu, land measuring five Marlas in Khasra No. 1,533 min in village Raipur Domana Tehsil Jammu, vehicles one Micra Car No. JK02BL-8228, one JCB, two Tippers, one Bolero and one TATA Safari, gold ornaments besides luxurious house hold items, costly electronic gadgets, etc.
It was also surfaced that he has made huge investment of Rs. 37.5 lakh for purchase of a Flat at Palm Spring Apartments Srinagar, a Flat at Golden Palm Apartments Jammu and land measuring 16 Kanals in Khasra No. 311 in village Seri Pandita Tehsil Jammu.
A team of Anti-Corruption Bureau Officers/Officials also conducted day long searches at his residential house at Bathindi Jammu immediately after registration of FIR 21/2019.
