Start works only after nod from Finance, Planning Depts

SRINAGAR: Government has taken a serious note over lack of coordination between various departments for not seeking concurrence from the planning, finance and monitoring departments before starting various developmental schemes and works coming under centrally sponsored schemes in and .

 

Official sources said various departments had started various developmental schemes over the years without seeking approval from the finance and planning department. These works have been started without proper source of funding thus putting a huge burden on the state exchequer.

 

In view majority of developmental works get affected due to lack of funds, government has directed the DCs and HODs that developmental works should be started with proper approval from planning and finance department to know the source of funds.

 

Further official sources said the concurrence of planning monitoring and finance department is imperative before projecting new developmental works and works that comes under centrally sponsored schemes.

 

Planning and development department and monitoring department is interdisciplinary in nature and acts as a nodal agency to look after the implementation of planning process in the state. These departments have also been entrusted with the task of maintaining active liaison with the Government of , especially with the NITI Aayog to ensure effective implementation of centrally sponsored schemes in the state.

 

The lack of coordination between various departments also figured during a meeting under the chairmanship of Chief Secretary B R Sharma last month where it was pointed out that various bureaucrats and departmental heads had started various works without the concurrence from the finance, planning department and monitoring department.

 

Sources privy to the meeting said the Chief Secretary expressed serious concern over starting of works which do not figure in annual plans. During the meeting, sources said the administrative secretaries were directed to adhere strictly that no works are started without prior approval from the government.

 

Several departments according to sources while projecting new schemes and project proposals for inclusion in the annual action plans under various centrally sponsored schemes don't consult the finance and planning and monitoring departments.

 

The concerned officials have been told that they will be held responsible if any works get affected for want of funding.

 

“The administrative secretaries have been directed to examine the proposals/action plans to be submitted to the designated committees in state at their own level to ensure that such proposals are complete in all respects,” sources said.

 

They said the authorities have told these officials that their performance will be judged on the proper utilization of funds in various schemes and other developmental works.

 

“Bureaucrats have been told to make proper guidance to legislators about the source of funds for developmental works,” the official said.
