Jobs in J&K: Action should meet the words!

Date:

After changing the status of state to Union Territory, the new administration promised to introduce big-ticket economic projects like building strong infrastructure, promoting investment and addressing the employment issues.

We have been listening about due focus on addressing the unemployment situation. Days after new domicile law was notified in April, a massive fast-track recruitment drive for 10,000 posts in government was announced but question is how many jobs could be materialized till date as many controversies surfaced in the process of identifying the jobs, referring the post to recruitment agencies and final and transparent recruitment process. Many notifications were withdrawn or cancelled within 2-3 days after those which appeared in public as the administration failed to keep a fair balance among the distribution of jobs among the two regions. Who are the people who have not changed their mindset and keep playing foul in the system even after the full integration of the state with Indian union?

It is unfair on the part of Administration to jump over the announcements of numerous job drives but the sluggish system continues to take the announcement of jobs to its practical end.

The announcement for providing 50000 jobs to the youth of J&K by the then Governor, Satya Pal, Malik within three  to four months; announcement of fast track recruitment drive for 10,000 post in August last year and latest announcement of big employment drive are still fresh in the memory of the people and youth in particular. Except for the recruitment rallies by the Army and security forces, nothing substantial came up for the youth of J&K who have been nursing huge expectations in the matter of employment opportunities.

A new report today said that Centre has informed the department-related parliamentary standing committee on Ministry of Home Affairs that the government of Jammu & Kashmir has been asked to undertake the process of recruitment in an accelerated manner.

It has also informed the panel that domicile has been made a basic eligibility for an appointment to any post under the Union Territory of J&K or under a local or other authority (other than Cantonment Board) within the UT of J&K.

After perusing the ATR, the committee reiterated its recommendation for expediting the assessment and recruitment so as to fill the vacancies in a time-bound manner.

In its report tabled in the Parliament last year, the committee had pointed out that there are vacancies of 22078, 54375 and 7552 at class 4th, non-gazetted and gazetted level, respectively, in the UT.

The committee further recommends to reserve seats for the local youth so that they can get due share in the government jobs of the UT. The committee also recommends the administration of the UT of J&K to assess the requirement of manpower after being established as a UT and notify it on a priority basis.  Actions should meet the verbal commitments.
