The red and blue flashing LED or rotating emergency light on the ambulances or government official vehicles have much significance and importance. Generally the red color indicates an emergency as it can be seen on the ambulances while the reason for using blue lights is to alert the about the presence of police a law enforcement agencies. Sometimes the combination of both lights can be seen on the police vehicles which simultaneously explicit the emergency and presence of police .Now a day it has been observed in India in general and Jammu-Kashmir in particular that the emergency lights are being used on private vehicles. These lights are being fixed either in front of the radiator grill somewhere on the bumper or on the dashboard inside the cabin of the vehicles. As I studied even law and Motor Vehicles Amendments Rules where I read almost all the relevant sections where I found no such provision which allows this activity on private vehicles either by officials or by non official persons.It is also I wanted to express here that the emergency lights cannot be used by the official persons on their private vehicles belonged to law enforcement agencies or public administrative offices .In this respect and connection I have even contacted some police officers who acknowledged that there is no such law that allowed using emergency lights on their private vehicles but they defend themselves giving the reason that some police station has few official vehicles than required therefore they use the emergency lights on their self owned vehicles. Firstly it is a well established principle and also enunciated by the Constitution of India that no one is above law and everyone is equal before the law according Art.14 of the Constitution of India. Hence by giving any reason without indulging oneself in the debate that whether the given reason is true or not is in a position to bodly say that this activity is illegal. Secondly it is near to impossible for a common person to identify which private vehicle having an eye catching flashing emergency lights is of a law enforcement agency or any private person. Last but not least the emergency lights should be used to serve the purpose of their creation but not for pomp and show and fun.Therefore I would like to urge the Govt of India,Department Of Home ,Director General of Police and Police Commissioners to pay heed to this illegal activity and take necessary steps to stop this prohibited activity .
