SRINAGAR: While there is least surveillance on employees working in Jammu and Kashmir, the State Vigilance Commission receives most of the complaints against departments having large public interface.
According to official documents of the commission, there is a general feeling among people that departments having large public dealings are most “corrupt” departments in the state. “People believe that no works are being done there without bribing officials in these departments,” the documents reveal.
Among the departments against whom the SVC has received most of the corruption complaints against its officials are Rural Development, Public Works, Consumer Affairs Public Distribution and Revenue Department. Following which is Police, Social Welfare, Health, PDD, Forest and the Education department.
The report pointed out complaints were received against Police department regarding alleged false implication of people and extraction of bribe from them on the pretext of closing the cases.
In Social Welfare Department, complainants were received against alleged officers for misappropriation of funds meant for downtrodden sections of the society under various centrally sponsored Schemes.
In Roads and Buildings department, the complaints were about use of sub standard material in execution of works. In CAPD, there were complaints against officials about alleged misappropriation of rations meant both for BPL and APL families.
In Education department, complaints were about appointment of ReT teachers in violation of norms fixed for the purpose, appointment/promotion of teachers on fake degrees and misappropriation of funds drawn on account of Mid Day Meals Scheme.
“Be it lighting of the streets, a road to a village, repairs to the local school building, medicines in the primary health centre, driving license common man's perception is that he has to pay bribe for any of the above public services and other public works and public services,” the report further says.
The commission has directed the government to keep proper surveillance on employees by installing CCTV cameras in offices having large public interface. But nothing such has been done so far.
