Govt fails to appoint professionals to head vital Departments

Although Government had decided to delink certain departments from the Kashmir Administrative Services (KAS) cadre, it has failed to appoint professionals in vital departments for improving the efficiency of these departments.

In May 2015, Government took a serious note of poor working in various departments which were being run by non-professionals.

The PDP-BJP Government Spokesperson and Education Minister had said that they have decided that several departments should be run by the officials who have good knowledge about that relevant field which will help these departments to improve the efficiency.

Government wanted to delink some departments with the KAS cadre which are in dire need to have professionals. By appointing professionals there, the functioning of these departments could be improved.

“But there has been no headway in the decision and many vital departments still lack professionals with the result the working in these departments get suffer,” an official said.

Sources said government is looking a suitable person to head J&K Cements Limited, who is well expertise in this field in running it.

Official sources said government wants to appoint a professional to head the tourism department and Information Department in Jammu and Kashmir. “These are the vital departments which needs a tourism professional and PR Professional unlike the KAS officials who have a different education background.”

Sources said different links of Industries and Commerce like SIDCO will require professionals in manning the departments in a better way.

The Information department has been suffering from Adhocism for long now as the government has handed over the department who does not know abc.. of media and public relations. Handing over the department to the novices from KAS or IAS has set the path of doom for the department in days to come.

The Social Welfare Department is also in a dire need to have professional, which will improve the functioning of the government. “We have a lot of professionals in the agriculture field and needs to be appointed to run the Agriculture Department, who has ample knowledge about this field,” an official said.

Sources said government is also contemplating to appoint professionals in floriculture, sericulture, education, culture, finance etc who can bring efficiency and improve the functioning of these departments.
