    CS directs rationalization of departmental cadres, timely conduct of DPCs

    Srinagar, June 18: Chief Secretary Atal Dulloo on Wednesday chaired a high-level meeting of Administrative Secretaries to review the status of Recruitment Rules (RRs) across departments and assess progress in conducting Departmental Promotion Committees (DPCs) for government employees.

    The Chief Secretary undertook a department-wise review of Recruitment Rules for both Gazetted and Subordinate Services and stressed the need for their timely revision in line with evolving administrative requirements and technological advancements. He noted that governance and service delivery have undergone significant changes over the years, making it essential to align departmental structures with contemporary needs.

    Dulloo emphasized identifying redundant posts and strengthening positions critical for efficient functioning. To facilitate this exercise, he directed the constitution of a core team headed by the Commissioner Secretary, ARI & Trainings Department, with representatives from the General Administration Department (GAD), Finance Department, Law Department and concerned departments. The team will review departmental cadres and manpower requirements to ensure optimal utilization of human resources.

    Highlighting the importance of updated Recruitment Rules, the Chief Secretary said these are essential for enhancing administrative efficiency, ensuring transparent career progression and creating opportunities for the induction of skilled manpower suited to modern governance. He asked all departments to expedite the process of revising and finalizing their Recruitment Rules within stipulated timelines.

    Reviewing the status of DPCs, Dulloo stressed the need for their regular and timely conduct to facilitate career advancement of employees and maintain workforce motivation. He directed departments to remove bottlenecks and ensure eligible employees receive promotions without undue delay.

    The meeting also discussed the framework and skill requirements for recruitment of Multi-Tasking Staff (MTS). Additional Chief Secretary, Finance, Shailendra Kumar, advised departments to clearly define the skills and competencies required from MTS personnel, saying it would help in informed recruitment, deployment and capacity-building decisions.

    Commissioner Secretary, GAD, M. Raju, briefed the meeting on the number of DPCs conducted across departments and promotions granted since October 2025. He highlighted challenges such as pending litigations and delays in updating seniority lists, which have affected the promotion process in several departments.

    Commissioner Secretary, ARI & Trainings, Shabnam Kamili, presented the status of Recruitment Rules under examination and urged departments to promptly resubmit revised proposals for expeditious processing. The meeting also reviewed the online portal for processing Recruitment Rules and was informed that technical issues have been resolved and officers trained for its effective use.

    The Chief Secretary reiterated the government’s commitment to modernizing human resource management, streamlining service structures and ensuring timely promotions to improve administrative efficiency and public service delivery.
