The assurance given by Home Minister Amit Shah to Chief Minister Omar Abdullah is testimony to the fact that the centre is committed to ensuring welfare of the people of J&K especially during the testing times. This interaction between HM Shah and the head of the Union Territory following the devastation caused by heavy rainfall and flash floods has once again highlighted the importance of coordinated governance between the Union government and J&K.
It is a good sign that the incumbent dispensations at the centre and in the UT have been adopting collaborative-approach in responding to crises that directly affect the lives of ordinary citizens. Jammu and Kashmir, which has recently come out of the scourge of terrorism and is still struggling to overcome economical constraints, requires sustained help from Centre even during the normal conditions and therefore the guarantee from none other than the Home Minister himself is a matter of big relief. Indian federalism is a system of governance in which powers and responsibilities are divided between the Central and the State Governments (UT Government in J&K’s case) under the Constitution of India. It combines features of both federal and unitary systems, making India a federal system with a strong Centre.
This structure demands the centre’s wholehearted support to run the affairs of states without any problems. Various issues including development, healthcare, education, tourism, security, disaster management, etc demand a unified vision and collective action. No single level of government can effectively address the complex needs of the region like J&K without mutual coordination, timely resource sharing, and a commitment to placing public welfare above political differences.
It is obvious that with the help of the central government the disaster relief in J&K will become more effective with an outreach covering areas beyond the limits of populated sites. The offer by the Home Minister is not a special concession for J&K because it is the duty of the Centre to play its part in bailing out the states and UTs confronting disasters and difficult times but this is also true that not all central governments in the past in India had shown such gestures in mitigating the problems of states having governments of different political entities.
This makes the assurance by the Home Minister more meaningful and a gesture of goodwill. The HM has set a new benchmark that political differences may exist but the aspirations and concerns of the people must remain the central focus. This cooperation and exemplary approach by HM Shah and CM Omar will help in building a more secure, prosperous, and resilient Jammu and Kashmir, which is the need of the hour.
