SRINAGAR: For return and rehabilitation of Kashmiri migrants, the government has announced a number of measures, including construction housing colonies in certain areas together with the local populace in the valley.
This information was given by Minister for Revenue, Relief & Rehabilitation. Syed Basharat Ahmad Bukhari in reply to a question by Sat Paul Sharma in the Legislative Assembly today.
He said for return and rehabilitation of Kashmiri Migrants, the Government of India (GoI) and the state government has sanctioned a package of an amount of Rs1618.40 crore in the year 2008-09.
Under the package those who propose to or intend to return to their original places of stay there is a component of finance assistance of Rs 7.50 lakh for construction of house.
However, for those who cannot return to their original places of residence due to various reasons, including non availability of house, non availability of land for construction of house or alienation of property, the general purpose is to provide them accommodation in housing colonies proposed to be constructed in certain areas together with the local populace.
He said 6,000 government jobs and 9,000 additional jobs through establishing Income Generating Units (IGU), one time grant for revival of agriculture and horticulture land, continuation of relief for 2 years, scholarship to school going children and waiver of interest are other incentive available.
He added that GoI has not conveyed approval for construction of temporary additional 6000 Transit Accommodations in the Kashmir valley for allotment to the Kashmiri Migrants to whom state government jobs have been provided or will be provided.
The GoI has also approved the creation of additional 3000 supernumerary posts for Kashmiri Migrant youth with funding from GoI, he said adding the process for creation of additional transit accommodation units and 3000 additional jobs to the migrant youth is under the consideration of Government.
The Minister said there are 37308 Hindu (Pundit) families registered in Jammu during 2016-17, Muslims 2252 families, 1768 Sikhs and five others. An amount of Rs 238028.38 lakh has been expended on various scheme for Kashmiri migrant from 1989-90 to May 23, 2016, including Cash Assistance, Civic Action Programme, Transit Accommodation, Relief and rehabilitation and Prime Ministers Employment Package.
