“The motive behind writing this is to inform you that when inquiry proceedings are pending against any Officer he/she have to wait till given clearance legally in writing. Morality that is causality also demands as such. CBI has started probe against Ranjit Sinha and A. P. Singh both Ex-CBI Directors. This is sufficient pointer for SVO too. Ensure clearance in the aforesaid 02 complaints that may stand the test of judicial scrutiny beyond 30-Day from today. You are advised to read the judgment/order passed by Hon'ble High Court of J&K in CMA No. 135/2014 in WPPIL No. 9/2012. This PIL is still intact and continue to haunt many in the years to come. A certified copy of judgment/order may be procured from your known sources of income. Act fast”.

This is not a love letter but a venomous  reminder from an Activist to former Director Vigilance Mr. Muneer Khan that was sent on 22.02.2017 by speed post (receipt No. EE-873169477 -IN) spending Rs. 15/- only. A copy of this communication was sent to Mr. Vohra to keep him informed too. The complaints bear No. 1108/13 and 1671/15 and in the letter the reference has been made of 02 No. communications viz VO/RTI/PIO-6487 dated 21.04.2016 and VO/RTI/PIO-9468 dated 14.06.2016.

We at Civil Vigilance Cell J&K (CVC) have authoritative inputs from the insiders that one Hari Singh reportedly was examining the complaints under the lack-lustre leadership of SSP VOJ Mr. Shabir Malik – an Engineer turned cop. Here is the tragedy as in our system-less-system we don't have the right man for the right job. The outcome is the near total collapse of investigating agencies that have been reduced to parrots in the cage. SVO is His Master's Voice (HMV). They wait for a telephone from GAD-a Department that hardly speaks the truth. It was further told that before Khan's joining SVO as Director Vigilance, SVO had already made the ground fertile and the complaints consigned to cold storage for deep hibernation.

In such a state of affairs the common folk have lost faith in the investigating agencies that invest less but hide more. They play a game of hide and seek and have become practically a burden on State exchequer. I have seen frustrated folk at Vigilance Organization moving from one cubical to another and the IOs just allotting them a new date for the next visit. There is a grapevine that one Officer of Jammu Municipal Corporation took away even the official seal and stamps of VOJ but Vigilance remained a mute spectator. What else they could do? Even the Disproportionate Assests (DA) case of that guy was treated with kid gloves. A complete list of DA cases is with Public-CVC which must see the light of the day tomorrow.
