Jammu Tawi, Nov 9: The claims and counter claims of discrimination appear to be somewhere somewhat right as, apart from other sectors, the Kashmir based employees outnumber the Jammu based employees by big numbers in the civil secretariat, the hub of administration of the erstwhile state of Jammu and Kashmir.

“There are a little over twenty nine hundred (2900) employees in the civil secretariat of the Union Territory (UT) of Jammu and Kashmir with majority being Kashmir based,” reliable sources informed the Northlines while wishing not to be named.

Out of these around 2900 employees, sources informed, “Around sixteen hundred (1600) are Kashmir based employees, while the number of Jammu based employees in the civil secretariat of this UT is around thirteen hundred (1300)”.

These 2900 employees of the civil secretariat of the Union Territory (UT) of Jammu and Kashmir are in the category of both gazetted and non-gazetted employees, they further informed.

More surprising is the fact that the number of Kashmir based gazetted employees in the civil secretariat of the erstwhile state of Jammu and Kashmir is far-2 bigger than the number of Jammu based gazetted employees.

Around eighty five (85%) gazetted employees in the civil secretariat of Jammu and Kashmir belong to Kashmir region, sources said adding the Jammu region accounts for a little over fifteen percent (15%) gazetted employees in the administrative hub of this UT.

After the stoppage of much claimed biannual 149 year old darbar move practice in June this year, the UT administration was facing lot of problems for ensuring smooth functioning of civil secretariat at Jammu due to shortage of gazetted employees at Jammu.

Pertinently, after stoppage of much claimed darbar move practice, the Jammu based employees were supposed to work from Jammu civil secretariat, while the Kashmir based employees were supposed to work from Kashmir civil secretariat.

However, there is a big shortage of gazetted employees at Jammu civil secretariat as there are around 15% Jammu based employees in this category as compared to around 85% Kashmir based employees.

For smooth functioning of the civil secretariat at Jammu, the UT administration was forced to call around 450 employees from Srinagar with majority being the Kashmir based gazetted employees in the civil secretariat.

This, the sources said, clearly signifies that despite stoppage of much claimed biannual darbar move practice, the civil secretariat at Jammu is completely dependent upon Kashmir based officers.

The claims of no discrimination with any region fall flat as the civil secretariat still continues to be under the hegemony of Kashmir based employees, they said.
