With the spate of fresh killings in Kashmir valley targeting the members of minority communities and also those of members of majority communities having difference of opinion of the separatists and terror outfits, the minorities still living in Kashmir valley have been scared and caught in panic for their lives.
The operations against these terrorists has been re-launched with renewed resolve and vigour to smash the terror network in the valley and the security forces have been getting successes also in the last couple of days.
Meanwhile the administration has taken a decision to relocate the migrant employees and other minorities to safe and secure zones for the time being.
The Divisional Commissioner Kashmir, Pole on Tuesday asked the concerned authorities to post migrant employees working in Kashmir division at safe and secure zones for a time being.
Meanwhile, scores of appeals made to minority communities not to get panicked and to stay put in the valley could make a little impact as a large number of employees has either proceeded to Jammu or to some safe environs within the valley.
The administration has directed all the Deputy Commissioners and Senior Superintendent of Police of Kashmir division to provide sufficient measures of security for the non-migrant minority population working here.
More efforts like the Migrant minority population including the laborers and skilled laborers in the district shall be identified and adequate measures of security shall be put in place for them, besides, regular interactions be conducted with them so that any apprehension with regard to their security is taken care of.
Divisional Commissioner Kashmir impressed upon the officers to preferably post these Migrant employees in safe and secure zones instead of far flung and vulnerable areas for the time being.
In addition to sufficient security arrangements for protected persons, the accommodations shall be reasonably worth living with all the basic amenities Viz, beds, Bath or washroom, Kitchen, Sanitation, electricity.
While all these efforts to restore the shaken confidence among the remaining minorities in Kashmir, an effective and cohesive drive is needed to deal with the new challenge posed by the militants by their changed strategy.
Further, in the wake of the de-hiring of pooled accommodation for the select government employees and political activists in 14 hotels at Srinagar, the concerned district administration shall now be solely responsible for the safe and secure accommodation in the respective district, which would pose another challenge as sufficient secure accommodations are not available in all the districts. More than these administrative and security measure, the administration should make the best use of Panchayti Raj Institution to activate them as an instrument of rural and social framework for uniting the people to assert against the separatist and destructive mindset and terror incidents on the pattern of Village Defence Committees.
