    In violation of standing orders, line departments ‘Sleep over’ issuance of NoC for change of land use

    In an apparent violation of administrative orders issued by Deputy Commissioner, many heads of the line department in Rajouri District are allegedly sleeping over clearance of no objection certificate pertaining to change of nomenclature of the land.

     

    According to sources, departments such as power department, Jal Vibhag, Forest and Pollution Control are allegedly causing unnecessary delay in issuance of no objection certificate as desired by the administrative orders.

     

    “Deputy Commissioner have issued an order, wherein it has been categorically stated that to change the nomenclature of the land or conversion of  land use to commercial purposes, no objection certificate and minimal fees is required to be submitted,” said sources, adding that locals of the district have shown their agreement with the order, but problem emerged when line departments are not issuing NoC on time.

     

    Sources stated that administration have ordered seven days of time for clearance from line departments and one month from the office of deputy commissioner.

    “Despite clear cut instructions, some line departments are taking more than months to clear the file,” alleged sources, adding that NoC were supposed to be uploaded on the official portal of the district administration.

    Talking to this journalist, an applicant wishing anonymity said that he has been running pillar to post to get NoC.

     

    “I brought this issue in the notice of new deputy commissioner, Om Prakash Bhagat, who has an impeccable track record,” said applicant, adding that he was requested to take action against such departments for not working in time.

     

    Applicant alleged that the district officer of pollution control committee remains missing from the office, causing further delay in the process.

    Score of applicants requested the Lieutenant Governor and Deputy Commissioner to take strict action against those officers of the line department who do not adhere to orders of the Deputy Commissioner and take their duties casually.
