Employment-Linked Incentive Scheme That Incentivizes Both Employees, Employers Goes Live

New Delhi, Aug 18: Prime Minister Narendra Modi’s newly launched Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY) went live on Monday with a dedicated portal, offering dual benefits to employees and employers. The scheme, approved by the Union Cabinet on July 1, targets job creation between August 1, 2025, and July 31, 2027.

With an outlay of nearly ₹1 lakh crore, the Central Sector scheme aims to generate over 3.5 crore jobs in two years, with a special focus on the manufacturing sector, Union Labour Minister Mansukh Mandaviya said.

Part A of the scheme provides a one-time incentive to first-time employees, equivalent to one month’s average wage (up to ₹15,000), payable in two instalments, for those earning up to ₹1 lakh. Part B supports employers, offering up to ₹3,000 per month per additional employee for two years, and for four years in the manufacturing sector.

To qualify, establishments must hire at least two new employees (if they have under 50 workers) or five (if they have 50 or more), sustained for six months. Exempted establishments under the EPF Act are also included, provided they file ECRs and register employees’ UANs via the UMANG app.

Employers can now register at pmvbry.epfindia.gov.in or pmvbry.labour.gov.in. First-time users must generate UANs using Face Authentication Technology available on UMANG.

Calling the scheme a “historic step towards Viksit Bharat,” PM Modi said it will empower youth with employability, dignity, and social security while incentivising companies to expand hiring.
