Top-Performing Districts and Blocks to Be Felicitated for Development Achievements
SRINAGAR, JULY 29 — Chief Secretary Atal Dulloo chaired a high-level meeting to review preparations for the upcoming ‘Sampoornata Abhiyan Samman Samaroh’, a Union Territory-level event to honour outstanding performers under the Sampoornata Abhiyan, a nationwide campaign launched by NITI Aayog.
The meeting was attended by Additional Chief Secretary, Planning Department, Dr. Ashish Chandra Verma, senior officials from Economics & Statistics and Planning departments, and Deputy Commissioners of Aspirational Districts, who joined via video conferencing.
The campaign, held from July 4 to September 30, 2024, focused on achieving 100% saturation in six key development indicators—health, nutrition, education, agriculture, infrastructure, and livelihoods—in identified Aspirational Districts and Blocks.
Chief Secretary Dulloo assessed preparations for both UT-level and district-level felicitation events to honour District Development Commissioners (DDCs), block-level officers, and frontline workers. He emphasized ensuring dignified conduct of the ceremonies and maintaining momentum in development initiatives.
A performance review revealed that the Aspirational Districts of Baramulla and Kupwara achieved complete saturation across all six indicators. Based on performance, Gold Medals will be awarded to DDCs of Baramulla, Kupwara, Bandipora, Kulgam, and Reasi. Silver Medals are proposed for Pulwama, Ramban, and Kishtwar (five indicators), while Rajouri will receive a Copper Medal for saturation in three indicators.
Among Aspirational Blocks, Tulail, Singhpora, Manzgam, Keran, and Thakrakote achieved full saturation. Marwa, Khari, and Ichegoza met five indicators, while Khwas met three. Ichegoza (Pulwama) showed notable improvement with a +9.13 point increase, securing Rank 2 in March 2025. Tulail (Bandipora) rose by +6.66 points, ranking 8th with a composite score of 68.90.
The campaign positively impacted around 12.64 lakh people, representing about 10.3% of the UT’s population, across 44 backward blocks, with significant gains in health, education, water supply, agriculture, and infrastructure.
To support the felicitation events, NITI Aayog has sanctioned ₹10 lakh for the UT-level function and ₹5 lakh per district for local events. An additional ₹5 lakh per district has been provided for “Akanksha Haat”, a week-long showcase of innovation and entrepreneurship in Aspirational Districts
