Srinagar, July 10: The Jammu and Kashmir Government has notified the Jammu and Kashmir Parking Rules, 2026, introducing a comprehensive parking management framework that mandates cashless payment of parking fees and violation charges across all Municipal Corporations, Municipal Councils and Municipal Committees.
Under the new rules, authorities can wheel-clamp vehicles for non-payment of parking fees, while Urban Local Bodies (ULBs) have been directed to prepare scientific parking management plans within six months.
The government will also establish a Central Parking Management System to facilitate digital parking services through mobile applications, SMS and the National Common Mobility Card.
To improve transparency and plug revenue leakages, all parking fee collections will be routed through an escrow account under the new system.
The rules aim to modernise urban parking management, streamline fee collection and promote seamless digital transactions while ensuring better enforcement of parking regulations across Jammu and Kashmir.
