Srinagar, Jan 8: The Directorate of School Education Kashmir (DSEK) on Thursday reiterated that Drawing and Disbursing Officers (DDOs) are not authorised to issue transfer orders or exercise administrative powers beyond their prescribed financial mandate.
In an order issued by the Director School Education Kashmir, the department noted that several officers assigned only DDO responsibilities have been issuing transfer orders and taking administrative decisions without proper authority.
The order clarified that officers holding DDO charge in an additional capacity must confine themselves strictly to financial functions, including drawing and disbursing salaries and handling other duly sanctioned monetary matters. They have been explicitly directed not to exercise any administrative powers, particularly those related to staff transfers.
DSEK warned that any violation of these directions would be viewed seriously and could invite disciplinary action under the relevant service rules. (KNC)
