MHA working hard to build ‘terror-free’ Bharat
Hizb-ut-Tahrir designated as terrorist organisation under UAPA; Goldy Brar & Qasim Gujjar named terrorists; 9 organisations declared as unlawful organizations; NIA gets unique Digital Criminal Case Management System, ERA of recommendations over in J&K

The 2024 annual report of the Ministry of Home Affairs (MHA) stated that the country is heading towards achieving the goal with the approach of zero tolerance against terror. “Under this vision, the MHA designated Hizb-ut-Tahrir as a terrorist organisation under UAPA. The MHA designated Goldy Brar & Qasim Gujjar as terrorists. Nine organisations have been declared as Unlawful organizations,” it states.
The report states that the policy of ‘zero tolerance against terrorism’ has been accepted by the whole world. “The MHA will soon formulate a National Counter-terrorism Policy & Strategy to fight the entire ecosystem of terrorism,” the report states, adding, “A 25-point integrated plan was made to stop terror financing; several steps have been taken in cases ranging from Jihadi terrorism to insurgency in North-East, Left-Wing Extremism, fake currency and narcotics.”
The Ministry of Home Affairs (MHA) also stated that the era of recommendations in Jammu and Kashmir is over and now all appointments are made on merit basis.
The report stated “Instead of terrorism, bomb blasts, firing, stone pelting, and strikes, now education, technical institutions, industries, and infrastructure are being seen in Jammu & Kashmir.”
The MHA report stated that the recruitment processes in J&K have become transparent and clean. “The Union Home Minister distributed more than 1000 appointment letters for J&K Combined Examination-2024 and compassionate appointments through video conferencing from New Delhi,” the report states.
Referring to the launch of e-buses the report states that to make commuting easy Union Home Minister Amit Shah launched 100 air-conditioned eco-friendly buses in Jammu region.
The report states that in pursuit of Prime Minister Narendra Modi’s vision to build a developed and prosperous Ladakh, MHA decided to create 5 new districts in the Union Territory.
The new districts, namely Zanskar, Drass, Sham, Nubra, and Changthang, will take the benefits meant for the people to their doorsteps by bolstering governance in every nook and cranny.
“There will now be a total of seven districts in Ladakh, including Leh and Kargil. Being extremely difficult and inaccessible, at present district administration is facing many difficulties in reaching the grassroots level,” the report states, adding, “After the formation of these districts more and more people have been able to take advantage of all the public welfare schemes of the Central Government and Ladakh Administration.”
“In a significant step towards the goal of terror-free Bharat, two different categories of explosive detectors indigenously manufactured by Electronics Corporation of India Limited, Department of Atomic Energy, and DRDO were handed over to the Director, IB, by the Principal Scientific Adviser to GOI for Security Forces. The indigenously developed detectors are to be handed over by IB to 12 identified security agencies for field deployment,” the report states.
“Multi Agency Centre (MAC) of IB, responsible for tackling security challenges in the country, in New Delhi is poised to undergo a major technical and operational revamp to increase its reach and efficacy,” the report states.
Union Home Minister, Amit Shah, according to the report, has stressed for greater synergy among all the agencies to dismantle the terror networks and their supporting eco-systems to address the evolving security threat scenario of the country.
The Union Home Minister has also laid emphasis on constituting a team of young, technically proficient, and passionate officers drawn from all agencies involved in national security to dismantle the terror ecosystem utilising big data and AI/ML-driven analytics and technological advancements,” the report states.
It further states that the MHA has launched the unique Digital Criminal Case Management System (CCMS) Platform of the National Investigation Agency (NIA). “The newly developed CCMS will strengthen the NIA against terrorism and organised crime cases. It will improve coordination in the functioning of NIA, which will improve the justice system,” it adds.
