    The Union Territory of Jammu and Kashmir has adopted a proactive stance in tackling the widespread issue of drug abuse through the initiation of the “Nasha Mukt J&K Abhiyan.” At its core, this initiative relies on a meticulously crafted Standard Operating Procedure (SOP), which lays out precise criteria, implementable strategies, and a recurring evaluation mechanism designed to categorize regions as “Nasha Mukt,” indicating liberation from the grip of narcotics.

    The SOP provides a comprehensive framework, demanding meticulous adherence from panchayats, Urban Local Bodies (ULBs), and wards aspiring to attain the coveted “Nasha Mukt” status. The validation process entails a complex network of oversight, involving various departments such as law enforcement and district administration. Cross-verification methods encompass a thorough examination of hospital data pertaining to drug addiction, scrutiny of police reports detailing narcotics cases, and assessment of illicit crop cultivation, ensuring a thorough and rigorous evaluation.

    Active involvement from the local community, especially students and youth, is a focal point. Mandatory monthly educational programs in schools, street plays, running events, and cycle rallies have become integral components aimed at fostering awareness about the dangers of substance abuse. The meticulous documentation of each event underscores the precision of the regulatory framework.

    The SOP also places a significant emphasis on preventative measures by addressing root causes, including the prohibition of banned crop cultivation and the promotion of alternative crops with support from the Agriculture Department. Law enforcement, with a primary role assigned to the police, plays a pivotal part in this holistic process, extending beyond individual responsibility to encompass the entire societal fabric. District Level Committees, established under previous Government directives, convene monthly to assess progress, with the final authority on issuing “Nasha Mukt” certificates resting with the District Magistrate. The biannual re-evaluation, open to renewal or withdrawal based on performance, ensures sustained efforts in line with established parameters. Those successfully achieving the “Nasha Mukt” certificate are positioned as exemplars, providing a model for others to emulate.

    This initiative underscores the Jammu and Kashmir administration’s determined approach to combatting drug abuse and instigating enduring social change by empowering local stakeholders and maintaining continuous vigilance. The periodic reviews serve as a testament to the administration’s commitment to eradicating drugs from the societal fabric, applauding their earnest endeavors in this pivotal battle.
