Jammu, April 30: In a major bureaucratic reshuffle, the Jammu and Kashmir Government on Wednesday ordered the transfer and posting of 35 JKAS officers across multiple departments to streamline administration and improve governance.
The changes have been effected through Government Order No. 855–JK(GAD) of 2026, issued by the General Administration Department (GAD), stating that the transfers are made “in the interest of administration” and will take effect immediately.
Among the key appointments, Asif Hamid Khan has been posted as Secretary in the Jal Shakti Department, while Smita Sethi has been appointed Managing Director of the J&K Housing Board. Manzoor Ahmad Qadri takes over as Managing Director of J&K Financial Corporation.
Mohammad Rafi has been posted as Director General, Libraries, and Shahbaz Ahmad Mirza as Member of the J&K Special Tribunal.
In significant departmental changes, Mushtaq Ahmad has been appointed Director, Estates, Jammu, while Nawab Din has been posted as Special Secretary in the ARI and Trainings Department.
Mohammad Shahid Saleem Dar will serve as Managing Director, SIDCO, and will additionally hold the charge of Managing Director, SICOP.
Mufti M Farid-ud-Din has been appointed Director, SKICC, while Gulzar Ahmad Dar takes over as Additional District Development Commissioner, Kupwara.
Reyaz Ahmad Wani has been posted as Director, Rural Development, Kashmir, while Mohammad Younis Malik has been appointed Director, Entrepreneurship Development Institute (EDI).
Subash Chander Chhibber joins as Special Secretary in GAD, and Khurshid Ahmad Sanai has been posted as Secretary, J&K Services Selection Board.
Nagendra Singh Barnwal has been appointed Director, Floriculture, Jammu, while Pankaj Raj Katoch takes charge as Director, Panchayati Raj.
Pawan Kumar Sharma has been posted as Director, Geology and Mining, and Tassaduq Hussain Mir as Custodian General, J&K.
Shabir Hussain Bhat has been appointed Vice-Chairman of the Srinagar Development Authority, while Ashwani Kumar Khajuria takes over as Director, Hospitality and Protocol.
Suraj Parkash Rukwal has been posted in the Tourism Department, and Sham Lal has been moved to the office of Divisional Commissioner, Jammu.
Sukhdev Singh Samyal joins the Power Development Department as Special Secretary.
Rakesh Kumar has been appointed Member of the J&K Services Selection Board, while Khurshid Ahmad Shah takes over as Vice-Chairman of the Lakes Conservation and Management Authority.
Mohammad Ashraf Hakak has been posted as Director, Estates, Kashmir, and Ashish Kumar Gupta as Director, Disaster Management.
Dr. Nargis Suraiya has been posted as Special Secretary in the Higher Education Department.
