    Justice K.K. Gupta (Retd.) — A Multifaceted Personality and a Pillar of Dogra Pride

    Jammu has always been blessed with distinguished sons and daughters whose lives have enriched its social, judicial, and cultural fabric. Among these towering figures stands Justice K.K. Gupta (Retd.), an illustrious jurist, a devoted social worker, and a respected community leader — a true Dogra Pride. On the occasion of his 95th birthday, we reflect upon his remarkable journey marked by integrity, commitment, and compassion.

    Early Life and Education

    Born on 19th October 1930 in a highly respectable family of Udhampur, Justice Gupta was the son of Shri Faquir Chand Gupta and Late Smt. Durga Devi. He inherited a legacy of discipline and dedication from his ancestors. His grandfather, Late Shri Shiv Ram, served as a Tehsildar in Bhaderwah before being transferred to Srinagar, where the family constructed their home at Tankipora.

    Justice Gupta’s father, a bright young man fluent in English, caught the attention of a British Chief Engineer who appointed him as his Personal Assistant at just 17. He later rose through the ranks to become an Accounts Officer and served in several cities including Karachi, Hyderabad, Calcutta, and Delhi — setting an early example of diligence and responsibility for his son.

    Justice Gupta began his education at Government Primary and High School, Udhampur, and later attended DAV School, Srinagar, and S.R. High School, Jammu. After matriculating from Udhampur, he joined M.A.M. College, Jammu in 1946 and graduated in 1950. He then pursued his Law Degree at Delhi University, one of the country’s premier institutions, graduating in First Division at the young age of 22.

    Judicial Career: A Journey of Excellence

    Soon after completing his studies, Justice Gupta began practicing law in 1952. His professional journey started with his selection as a Prosecuting Inspector in 1953. After a year of police training in Srinagar and practical experience in Jammu, he qualified for the Kashmir Civil Service (Judicial) and was appointed as Munsiff in 1960.

    With his diligence, fairness, and deep understanding of law, he steadily rose through the ranks. He served as Sub Judge, Chief Judicial Magistrate (Jammu), and District & Sessions Judge in various districts, including Kathua and Jammu. His service as Registrar, High Court of Jammu & Kashmir, and Vigilance Commissioner further demonstrated his administrative acumen.

    Justice Gupta’s integrity and balanced judgments earned him wide respect, culminating in his elevation as Judge of the Jammu and Kashmir High Court in August 1984. He served with distinction for over eight years and even officiated as Chief Justice of the High Court before retiring in October 1992.

    Post-Retirement Service to the State and Society

    Retirement never diminished his passion for public service. His experience, wisdom, and moral uprightness made him the first choice for many critical assignments entrusted by both the State and the Centre.

    Among the many prestigious responsibilities he held were:

    • Chairman, Delimitation Commission of J&K (1992 & 1994)
    • Chairman, Backward Classes Commission (1993)
    • President, Dharmarth Trust J&K (1993–1996)
    • Chairman, Enquiry Commission against Police Officials (1997)
    • Chairman, Enquiry Commission against Cabinet Minister Shri Ansari (1999)
    • One-Man Commission on Amarnath Ji Shivlingam Controversy (2006)
    • Chairman, Swami Dhirendra Brahmachari Trust

    Each of these assignments was handled with transparency and courage, especially the Amarnath Ji Shivlingam Enquiry (2006). Appointed by then Governor Lt. Gen. S.K. Sinha, Justice Gupta, assisted by Shri D.P. Khajuria, investigated the controversy surrounding the formation of the holy Shivlingam. After recording the statements of nearly 100 persons, including glaciologists and environmental experts, the Commission found the allegations against the Trust to be false. His meticulous investigation reaffirmed public faith in truth and righteousness.

    Contribution to Community and Faith

    A deeply spiritual and God-fearing man, Justice Gupta has always believed in serving humanity through faith and action. As President of the Dharmarth Trust, under the chairmanship of Dr. Karan Singh, he helped restore many temples in Jammu region, despite the constraints posed by militancy in Kashmir during that period. His stewardship and collaboration with dedicated administrators ensured transparency and continuity in temple affairs.

    Justice Gupta also played a pioneering role in the Jandial Biradari, overseeing the renovation of its Dev Sthan at Gole Gujral and the establishment of Justice Mehar Chand Mahajan Charitable Hospital, Gandhi Nagar, Jammu — both developed through public contributions under his dynamic leadership.

    His involvement with numerous religious and social organizations includes serving as:

    • Chief Patron, All Jammu and Kashmir Mahajan Sabha
    • Chief Patron, Jandial Mahajan Biradari
    • Chief Patron, Shiva Temple Trust, Railway Station Jammu
    • Patron, Jammu Yatri Bhawan, Haridwar

    His leadership and guidance have been a beacon for social groups and welfare institutions, ensuring that the values of selfless service, humility, and faith continue to inspire younger generations.

    Sportsmanship and Personal Life

    Justice Gupta was an outstanding sportsman during his academic years, particularly excelling in Hockey and Volleyball. His athletic discipline and spirit of fair play later reflected in his judicial temperament — balanced, just, and fearless.

    He married Smt. Vaishno Rani in 1950, when he was an undergraduate student. The couple shared a long, fulfilling companionship rooted in mutual respect and faith. Justice Gupta’s simplicity, regular habits, and devotion to divine principles are key to his cheerful and youthful spirit even at 95.

    A soft-spoken and generous person, he has always extended help to the needy and contributed liberally to social and charitable causes. His humility and compassion have earned him love and respect across communities.

    A Legacy of Inspiration

    Justice K.K. Gupta’s life story is a portrait of discipline, dedication, and dignity. From a young law graduate to the Acting Chief Justice of the J&K High Court, from a sportsman to a spiritual community leader — his journey embodies the finest virtues of the Dogra spirit: courage, fairness, and compassion.

    His guidance has been a source of strength for institutions and individuals alike. He has shown that true leadership lies not in power, but in service; not in wealth, but in wisdom.

    As Justice Gupta celebrates his 95th birthday, the people of Jammu and Kashmir salute a man whose life has been devoted to the cause of justice, faith, and humanity — a multifaceted personality who continues to inspire generations through his work and values.
