Farooq Abdullah’s Bathindi Mansion/Coterie

We have visited the spot yesterday only by hiring a 3-wheeler. This scribe out of his archives has been compelled to reproduce excerpts of a document of the Office of Accountant General (Audit), J&K Srinagar with a date 08.05.2001. Secretary to AG has forwarded a copy of the enclosure to the note received from Mr. N. Vittal, the then Central Vigilance Commissioner containing several references to violation of financial propriety by certain VIPs mentioned there in. Accountant General has desired that the note may please be examined and necessary action there on at the earliest and a report thereof submitted to him.

 

“There is no rule of Law in the State of J&K which is being ruled by flamboyant Chief Minister with an aid of coterie which has been formed by Chief Secretary Ashok Jaitely Principal Secretary,  Mr. B. R. Singh and Chairman J&K Bank Mr. M. Y. Khan. The public exchequer is looted by distributing largesse in giving favorable contracts, making illegal appointments/transfers and distributing seats in professional colleges mainly in medical profession. The following are some instances:

 

  • “Illegal gratification running in hundreds of crores of rupees has gone in the pockets of above mentioned dignitaries in the allotment of Baghlihar Hydro-electric project on river Chenab. The contract was given without inviting tenders to M/S Jai Prakash Associates. Contract was given by diverting funds from plan to non-plan expenditure…….
  • Chief Minister has constructed a palatial house in Bathindi which is in vicinity of City. The land on which building stands is Govt. land. Account may be sought from where the funds have been received. Roads have been constructed without any approval. Electricity poles in sufficient numbers have been installed. Daily water tankers are moving to supply him the water at the cost of a common man who remains thirsty. Special water pipes have been laid for him. Is he the owner of the State and all public money which he is minting is owned by him in proprietary rights?
  • The ill-gotten money is being siphoned off to foreign countries through the medium of J&K Bank and Hawala sources

 

Actually it is a 6-page in the anti-graft library of Public Civil Vigilance Cell. Anyone interested in getting a copy of this letter can approach Mohit Sawhney (I/C Publicity Wing of CVC).

Here it shall have to be added that an online complaint was sent to the concerned on 18.11.2016 by a resident of Jammu with his own record and registration No. MINHA/E/2016/04496 dated 16.09.2016 allotted. The complainant had written that the registry of Bathindi mansion built on State land was manipulated and executed by an unknown person because owner of Khasra No. 21, Din Mohd. has denied to have sold any land to Farooq Abdullah. Let Din settle his scores with Farooq.

We at PCVC plan to send this 6-page letter supported by an affidavit to State Vigilance Commission to test their mettle as one of the Judges is very much eager to book the culprits. The services of a public spirited lawyer from Jammu are hereby solicited. Let someone volunteer as minimum charges and fees will be paid through a cross cheque for the legal services rendered.
