    Census 2027: Govt appoints 1262 Enumerators & Supervisors, Training soon

    Jammu Tawi, Apr 22: The ground exercise for the upcoming Census 2027 in the Union Territory (UT) of Jammu and Kashmir (J&K) has finally been set into motion as the government has appointed Enumerators and Supervisors under the provisions of the Census Act, 1948.

    The government has appointed one thousand two hundred and sixty two (1262) employees as Enumerators and Supervisors for the Census 2027 in its first order and these will carry out their duties under the supervision of the designated officers.

    “In pursuance of the provisions contained under sections 4 and 8 of the Census Act, 1948, and Rule 3 of the Census Rules 1990 and accordance with the directions issued by the office of the Registrar General and Census Commissioner of India, 1262 officers/officials have been appointed as Enumerators and Supervisors for conducting Census 2027 within the jurisdiction of Jammu Municipal Corporation (JMC) and outgrowth areas,” reads the government order accessed by the Northlines.

    As per the Section 11 of the Census Act, 1948, every person is legally bound to assist in the Census operations when called upon to do so. The Enumerators and Supervisors shall ensure strict adherence to confidentiality provisions under section 15 of the Act, and shall not disclose any information collected during the course of their duties.

    As already reported exclusively by the Northlines, around 70% of the Enumerators and Supervisors appointed for the Census 2027 duties are from the education department including teachers, lecturers, senior lecturers, Masters, Assistants and senior Assistants.

    Meanwhile, reliable sources informed that another list of employees to be deployed for Census 2027 duties may be issued shortly.

    They also informed that all the employees to be deployed for Census duties will be imparted training very shortly and the notification in this regard will be issued soon by the government.

    The Census 2027 exercise in J&K will feature a digital two-phase approach. House listing Operations (HLO) and self-enumeration will start from May to June 2026, while population

    enumeration for snow-bound, non-synchronous areas of J&K is set for September 2026. The project includes caste enumeration, aimed at updating demographic, housing, and socioeconomic data.

    The Census 2027 will be conducted in two phases, the first between April and September 2026 and the second in February 2027.

    The two phases will be — Phase I-House Listing and Housing Census followed by Phase II–Population Enumeration (PE).

    The first phase from April to September 2026 will be conducted in a period of 30 days in accordance with the convenience of State/UT Governments.

    Population Enumeration (PE) will be done in February 2027 with reference date 00:00 hours of 1st March, 2027 except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, where it will be done in September, 2026 with reference date 00.00 hours of 1st October, 2026.

    The census has a history of more than 150 years and this will be for the first time it will be conducted through digital means in which data will be collected through mobile apps along with online provision for self-enumeration
