ANC condemns delay in 7th Pay Commission implementation

Tawi, July 8: Awami Conference (ANC) has expressed disappointment over Govt's decision to defer the implementation of 7th Pay Commission recommendations for Govt. employees.ANC Provincial President, S. Gian Singh in a press statement issued here in Jammu termed postponing the implementation of 7th Pay Commission recommendations for the Government employees for another two years as highly unfortunate.

He said that the State dispensation divesting the employees of their long awaited salary benefits under the pretext of-fiscal liabilities is highly discriminatory in nature. Adding further Singh said that it is the responsibility of Govt to think about the welfare of the employees besides framing immediate policy to regularize the services of more than 60,000 casual employees who had been languishing and protesting in open for their demands since long.

Singh questioned Govt for passing the bill for doubling the salaries and allowances of the legislators from present Rs. 80,000/- per month to Rs. 1,60,000/- per month and  when it comes to employees it has no provisions for implementation of the impending 7th Pay Commission Award.

Expressing deep grievance at the proposed pay scales of 7th Pay Commission, Singh said, virtually it would further deprive employees financially let alone increase salaries compared to benefits offered to civil services officers.

The pay scale of 7th Pay Commission will benefit the salaries of only IAS, IPS, IRS and other services' officers while Group B and C, who constitute 85 percent of all central government employees, will have no such benefit, besides Commission has recommended a minimal pay increase as compared to the previous Pay Commissions, he added. Singh further stated that an amicable and mutually negotiated settlement of minimum pay is necessary as “non-acceptance would further cause resentment.
