In an apparent example of corruption, a newly established closure in Pouni forest range has developed damages due to alleged use of sub-standard materials and corruption.
According to sources, a meshed closure, constructed with iron angles, have shown visible damage within just months of completion.
” This is an apt example of rampant corruption and the use of sub-standard materials that have cast a shadow over the project, with estimated costs running into several lakhs,” said sources, adding that the construction, overseen by the Divisional Forest Officer (DFO) Reasi, Range Officer Pouni, Block Officer, and forest guards, flouted essential guidelines.
They said, as per specifications, iron rods required a 2-2.5 feet concrete foundation, but with 3-4 inches of gravel.
“Although the concrete foundation was laid, but the required 3-4 inches of gravel was not used,” said sources, adding this leads to structural weaknesses.
This deviation alone is estimated to have cost Rs 14-15 lakhs damage to the state exchequer.
Despite the use of inferior materials and non-compliance with standards, bills were allegedly passed without scrutiny, pointing to systemic corruption.
Insiders claimed that the involvement of local block officer (forester) and guard has fueled irregularities, as they reportedly encouraged malpractices for personal gain.
“The issue was brought to the attention of senior forest department officials, but no action has been taken,” said sources, adding that the major reason for this corruption is allegedly the involvement of local officials like guard and forester, who appear immune to accountability and transparency.
Meanwhile, locals in the area have demanded a probe to hold accountable those responsible for the shoddy work and ensure such lapses are not repeated.
They also said that the Bills of Quantities (BoQs) must be checked to uncover the extent of financial mismanagement.
They requested the Anti-Corruption Bureau (ACB), Chief Secretary, and Principal Secretary to take immediate note of the matter.
