It is true to the hilt that this world is not only for creatures with developed brains rather it is for animals too and the stray dogs come first in the latter category for they are believed to be the oldest companions of humans.
It is really intriguing that on one side the owners of pet dogs face strictures and rules to follow religiously as any non-compliance can led to heavy fines and even other actions under the law but as far as stray canines are concerned, they have many special rights leading to problems for the people. In a recent incident, an infected dog has attacked around 12 people in Poonch District's Mendhar town leading to serious crisis as three victims have stated to be in critical condition in the local hospital. As this dog has been killed by the people after this incident of animal biting several people, the question should come into every citizen's mind that how such a situation could be handled.
The population of stray dogs is increasing with each passing day and the figures released last year with regard to animal bite cases are quite shocking as between 2019 and 2023, a total of 40,505 infections due to animal bites including dog bites and 13 deaths due to rabies have been reported at GMC Jammu. The situation in Valley is also more or less akin to Jammu region calling for immediate steps to address the issue on priority without affecting the stray dog population, as they also have the right to live in their natural habitats.
All said and done, the rising cases of dog bites in urban areas of Jammu and Kashmir demand immediate lawful actions. Society must unite to implement measures such as organized sterilization drives, effective waste management to reduce stray populations, and the establishment of animal shelters.
Public awareness campaigns on responsible pet ownership and safe interactions with animals are also essential. Besides, the authorities should enforce laws ensuring humane treatment of animals while prioritizing public safety. Collaborative efforts can create a safer environment for both humans and animals, which is the need of the time.
