It is the right time to emulate Bihar state's Home Department's decision to strictly enforce the ban on celebratory gunfire in Jammu and Kashmir as lately the culture of gunshots during marriages and other celebrations has come into vogue in the Union Territory also posing risk of life to those attending these events. Despite Indian Parliament's enactment of the law to stop this dangerous menace, people especially in rural belts do indulge in such acts posing threat of life to others.
It is a fact that the government has made an amendment to The Arms Bill, making celebratory firing an offence and reportedly the offender of the same could face imprisonment of upto two years, fine of Rs. 1 lakh or both. It was anticipated that with the passing of the aforesaid bill, weddings will take place without gunshots but enforcing the law in rural pockets has become difficult as local strongmen see it as a matter of pride to break this law.
There is no doubt that unlike Punjab, Uttar Pradesh, Bihar and some other states, celebratory firing is not that common in J&K but one cannot deny that there are celebrations in marriages where such breaking of law could be witnessed and people at these events do face risk.
In this context, the concerned authorities including cops should collaborate to ensure that legal measures are strictly enforced, and any violations are met with swift and stringent consequences. Public awareness campaigns could be employed to educate citizens about the severe repercussions associated with such acts.
Furthermore, enhancing law enforcement mechanisms through increased surveillance and proactive measures can act as a deterrent. Specialized units could be established to monitor events where celebratory firing is likely to occur, and stringent penalties should be imposed on those found engaging in this dangerous practice. Close coordination among law enforcement agencies, local authorities, and community leaders is vital for the success of such initiatives.
