Srinagar, Jul 9: Chief Secretary Atal Dulloo on Thursday directed the Power Development Department, JAKEDA and other implementing agencies to achieve monthly targets under the PM Surya Ghar: Muft Bijli Yojana and the Solarization of Government Buildings Programme, stressing timely completion of all pending works.
Chairing a review meeting, Dulloo asked the two power distribution companies (DISCOMs) to install rooftop solar (RTS) systems for nearly 57,000 beneficiaries where vendor agreements have already been signed, ensuring consumers receive scheme benefits without delay.
He directed departments to prepare a clear implementation timeline and complete the targets well before the scheme’s deadline so that Jammu and Kashmir fully utilizes the benefits of the flagship Government of India programme.
Reviewing the solarization of government buildings, the Chief Secretary instructed the Science & Technology Department and JAKEDA to expedite execution in mission mode. He set a target of completing rooftop solar installations on over 1,400 government buildings under the CAPEX mode and around 1,300 buildings under the RESCO mode by the end of July 2026. He also emphasized simultaneous installation of smart meters to facilitate net metering and efficient energy accounting.
Additional Chief Secretary, Power Development Department, Ashwani Kumar, outlined measures to bridge implementation gaps through better inter-agency coordination and streamlined execution. Additional Chief Secretary, Finance, Shailendra Kumar, suggested recognising high-performing districts to encourage healthy competition, while commending the work carried out in Kupwara and Shopian.
The meeting was informed that Jammu and Kashmir has a target of 83,500 residential rooftop solar installations under the PM Surya Ghar scheme, including 39,500 under JPDCL and 44,000 under KPDCL. As of July 7, 2026, rooftop solar systems had been installed for 37,138 consumers, generating 133.40 MW of capacity. Beneficiaries have received Rs 291.38 crore as Central Financial Assistance, besides Rs 10.50 crore provided as UT subsidy.
CEO, JAKEDA, P.N. Dhar informed the meeting that Jammu and Kashmir ranks third among all States and Union Territories in the number of government buildings solarized, with 8,131 buildings already covered. The Chief Secretary directed all agencies to maintain close coordination and regularly monitor district-wise progress to ensure timely achievement of the Union Territory’s solarization targets.
