Srinagar, Sep 17: Chief Secretary Atal Dulloo on Wednesday chaired a high-level review meeting with Deputy Commissioners and senior officers to assess the progress and impact of major in Jammu and Kashmir.
The meeting was attended by Principal Secretary, Finance; Commissioner Secretary, Social Welfare Department; Managing Director, J&K Bank; Director Generals of Resources, Planning and Budget, besides all Deputy Commissioners through video conferencing.
The review covered flagship initiatives including Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Atal Pension Yojana (APY), Building and Other Construction Workers (BOCW) Welfare Schemes, Ladli Beti, Marriage Assistance, Old Age Pension, Widow/Divorce Pension, and Disability Pension.
Dulloo stressed the importance of assessing ground-level impact, directing departments and J&K Bank to intensify efforts for universal coverage. He called for a district-wise study of unique bank accounts to gauge financial penetration and ensure identification of all eligible beneficiaries.
Officials informed that significant achievements have been recorded in both financial inclusion and welfare programmes. Under PMJDY, nearly 1.9 lakh new accounts were opened since March 2025, taking the total to 23.33 lakh active accounts. A rationalisation exercise was carried out to eliminate duplicate accounts and convert zero-balance accounts into savings accounts.
Registrations under PMSBY have risen 180% in five years, with 24.64 lakh beneficiaries now covered. PMJJBY enrollments have increased by 155%, insuring about 10 lakh beneficiaries. The APY has registered the sharpest growth, with subscriptions up by 219%, reaching 2.71 lakh subscribers eligible for pensions ranging from ₹1,000 to ₹5,000 per month after the age of 60.
Under BOCW Welfare Schemes, registered workers have increased by 9%, with active beneficiaries forming 2.6% of J&K’s population (Census 2011).
In social welfare programmes, DBT is benefiting 7.26 lakh senior citizens under Old Age Pension, 1.59 lakh persons with disabilities, nearly 1 lakh widows/divorcees, 1.45 lakh beneficiaries under Marriage Assistance, and 1.90 lakh girls under the Ladli Beti scheme across J&K.
The Chief Secretary emphasized sustained efforts by all stakeholders to maximize coverage, enhance awareness, and ensure timely delivery of benefits to deserving citizens. He urged departments to focus on saturation and address gaps to make the schemes more impactful at the grassroots level.
