Jammu Tawi, Jul 07: The Government of the Union Territory (UT) of Jammu Kashmir (J&K) on Tuesday declared the services of senior Secretariat Assistants of the J&K Secretariat as ‘Quasi-Permanent’ after a long wait.
The ‘Quasi-permanent’ means something that is seemingly or apparently permanent, but is not completely permanent and it describes a status, condition, or structure that is long-lasting, stable, or treated as permanent for practical purposes—even though it may still be subject to change, review, or eventual termination.
In public sector roles, achieving Quasi-Permanent” status (like that governed by the Temporary Service Rules or similar labor frameworks) usually happens after a specified period of continuous service.
It grants the employee enhanced job security and making termination much harder without making them a fully confirmed permanent employee.
The services of a total of 47 senior Secretariat Assistants have been declared as ‘Quasi-Parmenant’ by the government.
In terms of Rules 3(1) of J&K Civil Services (Temporary Services) rules 1961, the services of Senior Secretariat Assistants of the J&K Secretariat (Subordinate) are hereby declared as ‘Quasi-Permanent’ the order issued by the General Administration Department (GAD) of the J&K UT Government reads.
The Senior Secretariat Assistants of the J&K Secretariat being declared as ‘Quasi-Permanent’ are from different departments like Finance, Science and Technology, Hospitality and Protocol Department, GAD, Social Welfare Department, J&K Services Selection Board, Food and Civil Supplies Department, Information Department, LG’s Secretariat, Public Works Department, Office of Chief Secretary, Department of Ecology, Forest and Environment Transport Department besides other departments.
