New Delhi: The Centre has amended the Central Motor Vehicles Rules to strengthen compliance with user fee payments at toll plazas on National Highways, aiming to curb evasion and improve the efficiency of electronic toll collection systems.
The Central Motor Vehicles (Second Amendment) Rules, 2026, notified by the government, seek to enhance user fee compliance, streamline Electronic Toll Collection (ETC), and discourage non-payment of toll charges on National Highways.
The Ministry of Road Transport and Highways said the amendments would support the National Highways Authority of India (NHAI) in promoting transparent, technology-driven tolling mechanisms for the sustainable development and maintenance of the national highway network.
Under the amended provisions, a no-objection certificate (NOC) for transfer of ownership of a vehicle or its transfer from one state to another will not be issued unless all pending user fees are cleared.
Further, the rules make it mandatory for commercial vehicles applying for a National Permit to have no outstanding user fee dues, reinforcing stricter compliance measures at toll plazas across the country.
