    PWD in ‘Administrative Mess’, Contractors Aghast Over ‘Underperforming’ Junior Engineer

    The Public Works Department (PWD) is apparently facing alleged administrative mess in Reasi, wherein contractors are aghast over the underperforming Junior Engineer.
    According to sources, following the transfer of IAS Shalindar Kumar, who previously revolutionized the department’s functioning, there is an administrative inefficiency in the department.
    “During Kumar’s tenure, significant changes were introduced, including online contractor registration and digital management of schemes, ensuring transparency and efficiency in operations,” said sources, adding that since his departure the administrative setup has been allegedly deteriorating.
    Contractors alleged that due to Junior Engineer, there is an unwarranted delays in bill processing, as this officer lacks the requisite skills to perform basic tasks such as preparing bills or supervising projects.
    “There is a JE who has not prepared a single bill in over six months,” maintained sources, adding, “How did such an individual even qualify for the position?”
    The inefficiency extends beyond the individual level. Sources alleged that there appears a systemic negligence, with senior officials, including the Chief Engineer and Commissioner Secretary of PWD, accused of ignoring repeated complaints.
    “Contractors have approached these officials through phone calls, WhatsApp messages, and other channels, but no corrective actions have been taken,” said sources, adding that under Shalindar Kumar’s leadership, contractors experienced timely payments and swift resolution of grievances.
    It is alleged that now, certain officials are unresponsive, leading to project delays and financial strain on contractors.
    The recurring complaints have raised questions about the accountability of senior management.
    Sources asserted that if the Chief Engineer and Commissioner Secretary fail to act decisively, public trust in the department will erode, reducing PWD’s effectiveness at the grassroots level.
    Contractors demand immediate intervention to address these lapses and restore the standards.
