    Fix Accountability for unspent funds!

    It is intriguing that despite knowing the fact that J&K cannot afford to go slow in any of pursuits meant for development in the region, the concerned entities in the government showed utter negligence and complacency leading to inefficiency in utilizing allocated funds of over Rs 1100 crore under various rural development schemes sponsored by Government of India.

    This unutilized amount represents a failure to meet the pressing needs of rural communities, where infrastructural development, livelihood improvement, and social welfare programmes are critical. Such negligence not only deprives the public of essential services but also dents the purpose of government initiatives designed to improve the socio-economic conditions of marginalized populations.

    Reportedly, over Rs 1100 Cr has remained unspent under various rural development schemes sponsored by Government of India in the Union Territory of Jammu and Kashmir during the current financial year. This has been revealed in a Standing Committee on Rural Development and Panchayati Raj report, which was tabled in the Parliament recently. The report said that despite District Development Coordination and Monitoring Committee (DISHA) meetings held regularly, the effective utilization of funds under the said schemes didn’t make any impact on ground. It is a hard fact that unspent funds are not going to help in carrying forward the development process as envisaged by the Government.

    It is pertinent to mention that proper and effective implementation of all the development schemes and programmes is imperative for the welfare of poor and marginalized sections. The stakeholders should also make it a point that the meetings of DISHA Committees should be held regularly as per the guidelines and also sufficient number of senior level representatives from the concerned departments should remain present in these meetings to avoid situations like the aforesaid one, in which development in rural areas have been affected badly due to underutilization of funds.

    All said and done, it is imperative for the concerned quarters to carry out a comprehensive probe to find the reasons behind the failure to utilize these funds, implement corrective measures, and hold officials and entities accountable.

    Ensuring proper utilization of public funds can help enhance transparency, improve governance, and contribute to the overall development of the region, which sadly was not the case in J&K as far as rural development is concerned.
