Sr JK Law Officer arrested for fudging date of birth in service records

Branch Jammu today arrested Special Secretary (Legal) Home Department, Ghulam Mohi-ud-Din Ganai S/o Abdul Salam Ganai R/O Hanjura, Tehsil Chadoora, District-Budgam who has been retrospectively superannuated by the Govt. as on 31st March 2019.
A press release of Crime Branch said, ‘It has prima facie been established that Ghulam Mohi-Ud-Din Ganai forged and manipulated his date of birth in his service/official records in connivance with others in order to take illegal monetary gains for himself and enjoy the position as Senior Legal Officer of the Union Territory'.
CB today produced Ganai in the Court that granted his Police remand for investigation of the case.
The Northlines was first to publish the story of Ghulam Mohi-ud-Din Ganai's two years overstay in the government service by forgery and manipulation since the order of his deemed retrospective retirement issued on 05.03.2021 was silent on his criminal act and liability.
Subsequently, J&K Government sent all documents including a written complaint lodged by one Ghulam Mohd Bhat S/o Medha Bhat R/o Hanjura Chadoora alleging that Ghulam Mohi-ud-Din Ganai who was till 05.03.2021 posted as Special Secretary (Legal) to Home Department if J&K Govt has used his official position to grab money and power as a Senior Legal Officer.
As per his actual D.O.B i.e. 03.03.1959, he was supposed to have retired two years back in March, 2019. By forgery and manipulations the accused has added four more years to his government service, at senior rank by taking undue advantage of his official position.
With access to corridors of power of the time accused arose from a daily wager in the office of Executive Engineer, Electric Division, Budgam to Special Secretary (Legal) to Government of Jammu and by managing out of turn promotions within the Law department which prima facie appear to be in violation of rules and regulations and would be probed. He had also unsuccessfully pursued his case for induction into KAS in technical quota.
As per reports, the accused passed the equivalent of matriculation examination in 1980 as a private candidate and joined as a daily wager in the office of Executive Engineer Electric Division Budgam. In 1985 he was regularized as Field Executive (Class-IV Employee).
Strangely, in 1989 the accused was appointed as Public Law Officer i.e. within four years of his being a Class IV employee in the same office and climbing the ladder reached the rank of Special Secretary (Legal) in J&K Govt.
Interestingly Ganai got all the equivalent of Higher Secondary and Graduation without attending any regular Schools and Colleges. On the basis of an enquiry conducted by the Govt. the allegations of forgery and misuse of official position have been found to be prima-facie substantiated against the accused Ghulam Mohi-ud-Din Ganai.
Interestingly, after the arrest of the said accused, unverified complaints have started pouring in Crime Branch Jammu regarding more such cases of violation of rules, which the Crime Branch said that these would also be verified.
For the information of our readers, the modus-operandi often adopted in the erstwhile state of Jammu and Kashmir, the politicians, bureaucrats and influential entities used to get their kith and kin, their blue eyed persons appointed in the backdoor in many departments, corporations, Public Sector Undertakings, J&K Bank as they treated these bodies are their personal fiefdom that they had kept reserved for backdoor entries in the government jobs at entry-level. Later, they used to be put on fast-track internal promotions to bring them at par for even induction to KAS. J&K has such cases in abundance, if the proper study is undertaken. In some cases, the incumbents rose to the position of present and past heads of the departments as Managing Directors and Chairmen.
