It is very unfortunate that the Jammu and Kashmir government does not leave any stone unturned to pile hardships and miseries on the PM Package employees. The General Administration Department (GAD) has recently issued a new order to harass the government employees who were appointed under the PM package in the year 2020. It is height of the injustice with the PM package employees that the General Administration Department GAD has issued an order to the effect that the SO-194 is applicable to the PM Package migrant employees who are appointed after June 17, 2020. Under SO-194, the PM package employees will be getting only basic salary without any allowances like HRA, medical allowance,TA, DA and no increment. The applicability of the SO-194 is gross injustice with the PM package employees who are paying hefty amount as the monthly rent in these days of sky rocketing prices and high inflation. It is extremely difficult to make both ends meet with such a meagre salary in today’s world of high inflation for these unfortunate employees who are working across the length and breadth of Kashmir valley. The JKSSB advertisement number 04 of 2017 for PM package does not mention any clause of SO-194 or SRO 202 for the simple reason that these posts are supernumerary posts so the question of the applicability of the SO 194 or the SRO 202 does not apply to these employees. In fact the GAD in one of its earlier orders has also made it clear that no appointments will be made under SO-194 and SRO-202 and has made it crystal clear that these PM package migrant posts are supernumerary posts and the applicability of SO-194 to these posts shall not apply. It is a well established fact that the funds for their salaries are wholly borne by the centre government and hence the question of the extensions of SO-194 or SRO 202 does have no relevance.
It is thus total discrimination with the PM package employees that the powers are putting them to trouble and injustice when everybody knows it well that the funds for meeting the salary of these employees is borne by the centre government and hence the applicability of the S0-194 OR SRO 202 does not apply to these posts. The PM package employees are living a hard life in Kashmir and are facing many difficulties and the government is hell bent upon piling more and more troubles on these unfortunate employees who will now fail to make both ends meet due to the applicability of this order. Now through the medium of your esteemed daily it is appealed to the LG’s administration to kindly intervene in the matter so that these PM package employees are not covered by the SO – 194 or SRO 202 and full salaries are given to these hapless employees in order to make them to sustain in today’s inflation and rising prices. Thus the LG’s administration should see the rationale of these supernumerary posts and do justice with employees otherwise they will be forced to approach the honourable High Court for justice. Is the LG’s administration listening is the million dollar question?
