Jammu Tawi, Dec 9: In an apparent violation of the transfer policy, the Public Works Department (PWD) authorities have allegedly patronized an influential Junior Engineer (JE), allowing him to enjoy an extended tenure in the same department.
According to sources, the JE has reportedly been stationed in the same wing of the PWD for over 15 years, raising serious questions about transparency and accountability.
“The PWD mandates the transfer or reassignment of employees after five years to ensure efficiency and fairness,” said sources. However, despite this policy, the JE in question continues to serve in the Pouni subdivision of Reasi district.
Sources alleged that senior officials are aware of this anomaly but have taken no corrective action due to the JE’s connections with higher authorities.
A senior PWD officer admitted, “The JE has remained in one wing for an unusually long time, which is against the rules. Despite complaints, he continues to hold his position due to his links with influential individuals.”
The JE’s tenure in previous postings, such as Sundarbani and Nowshera, has been marred by complaints of inefficiency and public harassment.
A senior officer remarked, “He neither completes projects nor addresses public grievances. Yet, his salary is released regularly.”
The JE’s uninterrupted tenure and regular salary disbursement, despite limited contributions, have raised apprehensions of an alleged nexus involving the JE, senior PWD officials, and political leaders.
It is alleged that his activities are shielded by influential figures, including the Chief Engineer and the Commissioner of PWD.
“The matter has been brought to the notice of the Lieutenant Governor (LG) and the Chief Secretary of Jammu and Kashmir, with requests for immediate action,” said sources. They further suggested involving the Anti-Corruption Bureau for a thorough investigation.
An official from the PWD, speaking on condition of anonymity, said, “We need transparency. The JE’s activities should be scrutinized, including his attendance, work reports, and phone location records. No one is above the rules.”
