New Delhi, Mar 19: The Government has amended the National Highways Fee Rules, 2026 to strengthen toll compliance, enhance transparency in toll operations and introduce a more robust digital enforcement mechanism.
The National Highways Fee (Determination of Rates and Collection) (Second Amendment) Rules, 2026 provide a structured recovery system for unpaid user fees on national highways, aimed at ensuring efficient and transparent collection.
A key feature of the amendment is the introduction of a technology-driven Electronic Notice (e-notice) system. Under this, vehicle owners will receive digital notices containing details such as vehicle information, date and location of passage, and the payable amount. These notices will be sent via SMS, email, mobile applications and other electronic means, and will also be available on a designated online portal.
The rules also integrate the National Electronic Toll Collection system with the VAHAN database to enable seamless identification of vehicles and enforcement of unpaid dues. Additionally, a grievance redressal mechanism has been provided, allowing vehicle owners or drivers to submit representations through the portal within 72 hours of receiving an e-notice.
Officials said the amendment is aimed at strengthening compliance, boosting investor confidence, and supporting the transition to a modern, efficient and barrier-free tolling system across the country. (Agencies)
