Stresses technology, enforcement to curb road accidents
Jammu Tawi: Chief Secretary Atal Dulloo chaired a comprehensive review of the Transport Department on Tuesday, directing all agencies to strengthen road safety mechanisms across Jammu and Kashmir. The meeting, attended by Deputy Commissioners and representatives of NHAI, BRO, SAMPARK and NHIDCL via video conferencing, reviewed enforcement drives, the iRAD portal and the PM Rahat Scheme.
Dulloo directed strict implementation of Supreme Court directives on road safety and called for regular District Road Safety Committee meetings with district-level action plans. The IGP Traffic reported that 15,947 vehicles were seized in 2025 and 786 already in 2026 for serious violations. The PM Rahat Scheme, providing cashless treatment up to ₹1.5 lakh during the critical golden hour, went live across all districts from March 9, 2026. A total of 16 major accident hotspots have been identified across J&K, with over 3,800 accidents recorded in Jammu district alone since June 2022.
In a separate high-level meeting on mining sector reforms, the Chief Secretary reviewed the Integrated Mining Surveillance System (IMSS) and directed the department to coordinate with BISAG-N for developing automated triggers to detect illegal extraction. He called for increasing surveillance alerts to weekly intervals and urged district administrations to expedite clearances for minor mineral blocks pending environmental, pollution and forest approvals.
Additional Chief Secretary Mining Ashwani Kumar informed that IMSS is being integrated with e-challan and e-market systems to enable real-time alerts and faster field action.
