Jammu Tawi: The Jammu and Kashmir Government has accorded administrative approval for the permanent restoration of the damaged approach of the 4th Tawi Bridge near Bhagwati Nagar, which was affected by the August 2025 floods. The project has been approved at an estimated cost of ₹1,975.16 lakh (₹19.75 crore).
The approval has been granted vide Government Order No. 16-PW(R&B) of 2026, dated January 16, 2026, issued by the Public Works (R&B) Department. The work will be executed under the CAPEX budget under the head Construction of Roads.
As per the order, the project will be implemented strictly in accordance with prescribed codal and procedural norms laid down in the GFR-2017, PWD Works Manual and J&K Bridge Manual. The administrative approval will not be treated as rate approval, and detailed estimates will require separate technical sanction from the competent authority before the tendering process.
The government has mandated e-tendering for execution of the project and prohibited fragmentation of the work during the tendering process. It has also directed that there should be no overlapping or multi-source funding under different schemes.
The project design will conform to the latest MoRTH, CPWD and J&K Bridge Manual standards and will be authenticated and technically vetted by competent institutions such as IIT/NIT/DIQC before execution. All required statutory clearances and NOCs from regulatory authorities must be obtained, and environmental norms must be followed in letter and spirit.
The concerned Executive Engineer has been instructed to maintain pre- and post-execution video and photographic records of the work. Electrical, mechanical and electronic components, wherever involved, will be vetted by competent authorities.
Further, a committee constituted vide Government Order No. 373-PW(R&B) of 2025 will supervise all works related to the strengthening and flood resilience of the 4th Tawi Bridge.
