‘Transfer mafia’ active in CAPD


Officials seeks bribe for every transfer

Srinagar, Sep 26, CNS:  Consumers Affairs and Public Distribution Department in Valley has allegedly become a hub of corruption as reports are pouring in that top officials demand hefty bribe from employees to get transferred to the desired places.

Highly placed sources told news agency CNS that an active ‘transfer mafia' who calls shots in the department has been minting money from employees and get them posted at desired places and sections.

Sources said that a number of employees were transferred not once but thrice a month and bribe was taken from them by the officials, part of the bribe even went to the coffers of ministerial staff.

“Let me tell you frankly, CAPD whose name was recently changed by the government is the most corrupt department existing in the State. I am myself witness to the happenings how authorities through Assistant Director Stores and PA to Director CAPD demanded bribe from the employees stating that Director and Minister CAPD will sign only on their transfer orders if cash is given to them. In front of my eyes, the employees handed over cash to those corrupt officials,” one of the employees of CAPD department told news agency CNS.

Reliable source informed CNS that at least three employees were transferred three times in a month by the officials with a sheer intent to get bribe from them. “A Tehsil Supply Officer Manzoor Ahmed Baba was transferred from Srinagar to Charar-e-Sharif and back to Srinagar from Charar-e-Sharif within a span of fifteen days. Another TSO Bashir Ahmed Mir wa transferred from Lar Ganderbal to City and from City ot Gund Kangan and from Gund Kangan to Mechanical Transportation Section as Supervisor in a span of three weeks.”

In a bid to grab bribe from another employee Nisar Ahmed, the authorities shifted him from Srinagar godown to city and then again from city to Bandipora godown.

“This has been a routine in the department. The Ministerial staff and other officials took undue advantage of present unrest and started minting from employees,” said a senior employee of the department.

Minister for CAPD showed reluctance and didn't talk on the issue while the officials in question particularly Assistant Director Stores  Fayaz Ahmed termed the allegations baseless . (CNS)
