Notwithstanding tall claims of the government of maintaining quality check in construction works, alleged corruption, use of sub-standard materials and administrative lapses has reportedly led to deterioration of road stretch between Kothiya and Sudheen in Reasi District.
According to sources, the road stretch of 12 kilometers, constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) has been rapidly deteriorated.
“The road, falling under the Pouni subdivision and Reasi division of PMGSY, has suffered significant damage in recent weeks due to heavy rainfall and other factors, resulting in pits in several sections, including areas around Dange and Pouni, ” said a regular commuter, adding that last time as well the department blocked the road to repair certain portion of the road, following public outcry and media reports.
However, the blockade was lifted within barely a month, without the contractor installing essential protective measures.
“Specifically, the baram – a layer of soil or embankment, required on the sides during blockade periods to stabilize and protect the repaired surface – was not provided,” alleged sources, adding that this omission allowed premature traffic resumption on an inadequately reinforced road, leading to its quick re-emergence of potholes and damage.
Sources accused junior engineers (JEE), Assistant Executive Engineers (AEE), and the divisional engineer of turning a blind eye to these procedural violations.
They alleged that the contractor’s bill was processed and cleared swiftly despite the missing baram, which is a standard requirement before payment approval.
“Unhindered release of payment indicates collusion between officials and contractors, while ignoring the quality work,” stated sources, adding that due to such work culture has led to deterioration of roads within few weeks.
Meanwhile, locals in the area have demanded intervention of senior officers, including chief engineer of PMGSY Jammu and the Commissioner of Roads and PMGSY – to launch an immediate investigation, hold accountable the responsible officers and contractors, and consider blacklisting those found guilty of malpractice.
