Rotational transfer of officers: MHA seeks details

SRINAGAR, Jul 18: In an exercise aimed at ensuring rotational transfer of officers working on sensitive posts, the & Government has asked the departments to submit details of officers working on such posts beyond three years for submitting them to the Union Home Ministry.

In a communiqué, the General Administration Department (GAD) has written to the administrative secretaries to submit complete details of all employees posted/ deputed/ attached who are occupying sensitive posts beyond three years so that the same is furnished to the Government of for further action in the matter.

As per desired format, the government has to submit details of all such officers along with its remarks on them.

The details are being collected to identify sensitive posts and ensure the rotation of officers manning them within the prescribed time limit. “Identification of sensitive posts and rotational transfer of officials holding sensitive posts is one of the tools for effective implementation of preventive vigilance mechanism,” the Central Vigilance Commission had said in its 2022 order.

The rotational transfers are being done to avoid developing vested interest by staffers holding sensitive posts. The overstay and continuous posting afford scope for indulging in corrupt practices, developing vested interest etc. which may not be in the interest of a department.
