Locals seek inquiry into construction below hill, allege risk of landslides and possible misuse of public funds

Residents of Barnara village under Panchayat Nala in Sunderbani tehsil have raised serious concerns over the construction of a community hall at a location below a hill, alleging that the site is vulnerable to landslides and poses a potential risk to public safety.
According to the residents, despite repeated media reports highlighting the issue, the Rural Development Department (RDD) has failed to take appropriate action.
The locals alleged that the Block Development Officer (BDO), Siot, who is currently holding additional charge of BDO Sunderbani, did not provide a satisfactory response when contacted regarding the matter. They said the proposed site could pose a serious risk to both public safety and government property, particularly during adverse weather conditions.
The residents questioned who would be held accountable if the structure were damaged or casualties occurred in the future.
They urged the Assistant Commissioner Development (ACD), Rajouri; Director, Rural Development Department; and Commissioner Secretary, Rural Development Department, to order an immediate inquiry into the matter.
The residents also called for scrutiny of the reports submitted by field officials, including the Junior Engineer (JE) and Assistant Works Engineer (AWE), regarding the suitability of the construction site. They further alleged that political pressure may be influencing the continuation of the project despite the safety concerns.
The locals also questioned whether a Gram Sabha had been conducted before the site was finalised and demanded an inquiry into the decision-making process.
“We are considering approaching the High Court and the Anti-Corruption Bureau (ACB) in the matter, as proceeding with the project at the disputed location could amount to misuse of public funds,” the residents said.
They urged the authorities to immediately review the site, ensure public safety and take appropriate action before further construction is carried out.
