Red Cross functioning invisible in J&K; Dy Commissioner delays the functional charge transfer to elected body


Tawi, Oct 9: The newly elected Managing Committee Members of Indian Red Cross Society, District Branch, Jammu District in its meeting today demanded the handing over of the official charge to the new committee for proper functioning of the Red Cross Society in Jammu.

New Managing Committee observed that the District Red Cross Society, Jammu has ten Members Team of the Managing Committee, and the Office-Bearers were elected on 21st July, 2023. Till date the Deputy Commissioner has not transferred the operation of Bank Account and other functions to the committee while the functioning power remained vested in Dy Commissioner. The committee office bearer said that  prior to the formation of the new Managing Committee was operating Bank Accounts with her/his subordinate Executive Secretary holding additional charge, hence a precise note indicating the names of office bearers and persons authorized to operate Bank Accounts of the Society was submitted to DC, Jammu on 22nd July, 2023 for information and signatures on the Letters addressed to Banks where Red Cross Accounts are maintained but till date the letters to Banks have not been sent and the earlier arrangement is continuing depriving the newly elected team to work gracefully and initiate new projects and various welfare schemes for the people of Jammu who needs help and support from Red Cross Society.

Indian Red Cross Society is a 24x7x365 Welfare Service Oriented Organization. It has to work in all weathers and in Peace as well as in War Times both. Red Cross always requires a good number of trained Volunteers to supplement the efforts of Government Agencies especially in emergent situations and also act as eyes and ears of the Administration for the success of various welfare schemes of the Governments. But instead, here in J&K, Red Cross is nowhere visible despite the fact that it is a well structured organization throughout the Nation.

As per New Rules passed by both the Houses of Parliament in 2017 and adopted in J&K in May, 2022, elected representatives of Civil Society are to run the affairs of Indian Red Cross Society collectively at District and State/UT levels with proper team of elected Office Bearers and Managing Committee Members. For the last about seven years, Jammu District Branch after the sad demise of Suresh Sharma, Ex CEO, Jammu is being run with the additional charge and when the new Managing Committee has been duly elected by the DC Office only, still the charge is not being transferred to them.

Earlier, Besides, its own welfare activities throughout the District, Jammu District Branch of Red Cross was also working on three other important Projects i.e. i) CHILDLINE for the care and protection of Children in Distress ii) District Disability Rehabilitation Centre (DDRC) at Shastri Nagar providing Physiotherapy, Sociological Consultations and providing of Appliances to the disabled free of cost. iii) Looking after the management of the Home for Mentally Challenged persons (Now MUSKAN HOME). It is not possible for the Deputy Commissioner and the person holding additional charge to do justice with all the activities Red Cross Society is expected to do.
