    SRINAGAR: People in Jammu and Kashmir can't get their work done in government offices without greasing someone's palm or buying political influence, the state vigilance commission said.

    In its latest report, the state vigilance commission has said that be it a work as small as installation of streetlight or as big as construction of a road to a village, or emergency surgery in a government hospital, people have an impression that they have to bribe to get the work done.

    “…It has been observed that people by and large have come to perceive the public servants in general as corrupt and unhelpful and that without greasing someone's palm or buying political influence they cannot get any work done in government offices,” said the 80-page report.

    The report said this prompted people to flood the commission with complaints, expecting their grievances would be addressed.

    It showed the departments against which complaints were received, with rural development department followed by engineering department and consumer affairs and public distribution department topping the list.

    The report pointed out complaints received against police department regarding alleged false implication of people and extraction of bribe from them on the pretext of closing the cases.

    In social welfare department, complainants alleged officers for misappropriation of funds meant for downtrodden sections of the society under various centrally sponsored Schemes.

    The government enacted the StateVigilance Commission 2011 and its mandate was to enquire or cause inquiries to be conducted into offences alleged to have been committed under the prevention of corruption act by public servants, corporations established in the state.

    It has been learnt that SVC has sent over 700 queries related to corruption in various department, but there has been poor response from government department to respond to these queries.

    However, sources said its authorities had asked the officials to ensure completion of complaints of corruption at the earliest which are pending with the commission for months.
