No need to surrender before separatists as far as security management is concerned

, June 22 (KIP): Though security experts claim that there are 145 to 150 militants active in the valley, the way some of these militants plan to derail peace is a matter of concern for the Government and for the top functionaries of the security forces and the police.

Despite the fact that Mehbooba has called for reducing physical presence of the Army within the civilian areas and has claimed that more than 90 security bunkers have been shut during the last three to four years  the security scenario in the Kashmir valley continues to be causing concern among the Government and security functionaries.

Apart from Hizbul Mujahideen activists being active in the valley those from the Lashkar-e-Toiba have, of late, registered their presence in Kashmir. The police have arrested one top activist in Kupwara the other day but several LeT activists have given a slip to the security forces with the result a number of encounters with the security forces have started in Kashmir during the last three to four days.

No doubt the Army's presence on the LOC is more important than within the valley, it will be a mistake if all the companies of the Army are withdrawn from Kashmir. Total withdrawal of troops from within the valley would be a sort of surrender before separatists and militants after the Government has made a number of decisions which seem to be mere surrender before the separatists. One such surrender is the major change in the industrial policy. The initial policy conceived by the Government favored leasing out land to non-local industrialists for setting up industries in Kashmir and Jammu. Had this been continued by now there would be a number of cases where investment in the sector of industry may have increased.

Well this surrender may simply affect the unemployment problem and increased production of industrial goods but if the Government continues to surrender before separatists as far as the security grid is concerned it could undermine the safety of people and that of the
state.

In fact there is need for upgrading the security grid in the entire state with emphasis on the vale of Kashmir where militants continue to be active. In addition to this there is need for upgrading
the border management and security grid on the LOC and on the IB simply to prevent militants from sneaking into the state. (KIP)
