Chandigarh, Oct 10: The Chandigarh Police on Friday registered a first information report (FIR) against Haryana DGP Shatrujeet Singh Kapur and 10 others for abetting the suicide of IGP Y Puran Kumar, who was found dead at his Sector-11 residence on October 7.
The FIR, filed under Section 108 read with 3(5) of the Bharatiya Nyaya Sanhita (abetment of suicide) and 3(1)(r) of the Prevention of Atrocities Act, was based on allegations in Kumar’s suicide note. The note reportedly cited caste-based discrimination, harassment, and humiliation by the accused officers, who include serving and retired IPS and IAS officers.
Confirming the FIR, IGP Pushpender Kumar said investigations are ongoing. Kumar, a 2001-batch IPS officer, had left a detailed note naming 11 officers, including former DGPs, ADGPs, and other senior officials. The note alleged systematic mental harassment, denial of entitlements, false complaints, withdrawal of official benefits, and postings to “non-existent posts” aimed at humiliating him.
Those named in the note include: Shatrujeet Kapur (Haryana DGP), Amitabh Dhillon (ADGP), Sanjay Kumar (ADGP), Pankaj Nain (IGP), Kala Ramachandran (IPS), Sandeep Khirwar (then CP Gurugram), Sibash Kabiraj (then JCP Gurugram), Manoj Yadava (former DGP), PK Agrawal (former DGP), Narendra Bijarniya (Rohtak SP), and TVSN Prasad (former chief secretary).
Kumar’s wife, Amneet Kumar, a senior Haryana bureaucrat, had earlier submitted a memorandum to Chief Minister Nayab Singh Saini, demanding the arrest of the accused, lifelong security for the family, and protection for their two daughters. She described the suicide note as a dying declaration, stating it constituted crucial evidence for immediate legal action.
The complaint also alleged a conspiracy led by the Haryana DGP to implicate Kumar falsely in a case, including a fabricated FIR registered against one of his staff members shortly before his death. Following these developments, the family decided to delay autopsy and cremation until the FIR was registered. Authorities have approved her request for the autopsy to be conducted at PGIMER, and the body will be shifted there on Friday.
In the wake of the FIR, Chief Minister Nayab Singh Saini visited Amneet’s residence and later held a meeting with top officials to review the situation. The case has also drawn demands for action from Dalit groups and opposition parties.
Kumar, known for advocating officer rights and seniority issues, was recently posted as Inspector General of the Police Training Centre (PTC) in Sunaria, Rohtak. The FIR is a cognisable and non-bailable offence, carrying imprisonment of up to 10 years for those found guilty of abetment of suicide. (Agencies)
