Govt spends Rs 21 Cr on security of 1800 protected persons last year

SRINAGAR: Over Rs. 21 crore has been spent for the security purpose of over 1800 protected person in the state during the financial year 2015-16, government said on Tuesday.

In a reply to a question by MLA Poonch Javed Ahmad Rana, the government said that as much as Rs. 21.05 crore has been spent on the security purpose including the salary of PSOs, static guard, escort, fuel and hotel accommodation in respect of the 2174 (including 284 persons availing hotel accommodation only) protected persons of the state during previous financial year.

The government informed that as many as 1890 persons in the state have been declared as protected ones who are being provided security by the government via security wing of and Police.

“At present, 1890 protected persons are being provided security cover by the security Wing of the J&K Police. It would not be feasible to disclose the names/details of the security cover provided to different protected persons in view of the security considerations,” the government in a written reply said.

It said the security of the protected persons is being reviewed periodically by the Security Review Co-ordination Committee (SRCC) constituted by the state government.

“The security cover to the protected persons if provided as per the guidelines of Ministry of Home Affairs, Government if as laid down in Yellow Book. Moreover the security of Chief Minister and their immediate family members is governed under J&K Special Security Group Act, 2000. While the security cover is provided on the basis of threat perception reports, the yellow Book also provides for position based security cover,” the government said.

Further it said that 634 vehicles have been deployed with 373 protected persons while 284 political persons are being provided secured accommodation.

The Government also informed that the salary of Police personnel other than SPOs, deployed as PSOs or on Guard escort duties with protected persons is being borne by the State Government.

It however said that the claims under transportation and accommodation are being reimbursed by the Ministry of Home Affairs (MHA) as per SRE guidelines.

“MHA releases 60% of the funds at the time of receipt of claims and 40% is being reimbursed after MHA conducts audit of the accounts,” it said.
