Jammu Tawi, Apr 18: In a shocking revelation, the Utilization Certificates (UCs) regarding the expenditure amounting to Rs 12,704 crores of the J&K Government, including utilization of funds for various development works, are still pending thus raising serious questions about the transparency in government spending and utilization of funds under different heads for development works.
As per the CAG report of the financial year 2023-24, the UCs, as per report of 2025, the UCs have not been submitted on time, which raises several questions regarding financial transparency.
AS per the CAG report, 1396 UCs were pending till 31st March 2024 amounting to Rs 5231.09 cr. Apart from this, 2267 UCs have also not been submitted by the J&K Government and the amount totals to Rs 6843 cr.
As per the CAG report, the scenario clearly reflects that there is no financial transparency in financial management.
As per the CAG report, J&K government has so far not made any amendment to make rules regarding utilization of the funds and submission of the UCs.
As per the earlier financial code, the UCs for utilization of funds of any kind must be submitted within 18 months but the J&K Government failed to do this in many cases, the CAG report states.
The CAG report further states that due to failure of non-submission timely UCs, it almost becomes difficult to say that whether the funds have been utilized rightly or not.
The report further states that the government expenditure shown in the accounts can’t be relied upon due to non-submission of UCs.
