JAMMU, Feb 17: The Jammu and Kashmir Government on Tuesday informed the Legislative Assembly that 1,00,501 casual, daily rated and other workers across departments have been registered through Aadhaar-based biometric identification and skill profiling, while their regularization is under legal and financial examination.
In a written reply to multiple starred questions during the ongoing session, the government said the registered workforce includes 69,696 casual labourers, 8,534 seasonal labourers, 8,836 daily rated/work-charged employees and 3,092 part-time workers, among other categories engaged for years.
Region-wise, 57,390 workers belong to Kashmir division and 40,077 to Jammu division. Department-wise, the highest numbers are in PHE/I&FC (38,585), Power Development (13,616), Education (12,646), Forest (8,317) and Public Works (R&B) (6,801), the data showed.
The House was informed that a committee headed by the Chief Secretary, constituted under Government Order No. 384-JK(GAD) of 2025 dated March 19, 2025, is examining regularization by assessing categories, service rules, financial implications and legal aspects.
The government said the issue involves constitutional and judicial considerations related to public employment, adding that action will follow the committee’s recommendations within the legal and fiscal framework. (KNC)
